IndexUniverse is publishing the congressional testimonies of iShares’ Managing Director Noel Archard and three other panelists at a special hearing on ETFs on Oct. 19 examining, among other topics, whether exchanged-traded funds are contributing to volatility and posing risks to the financial system.
The hearing, held by a subcommittee of the Senate Banking Committee, is titled “Market Microstructure: Examination of Exchange-Traded Funds (ETFs).”

- Noel Archard, managing director at iShares, the world’s biggest ETF firm
- Harold Bradley, chief investment officer at the Kauffman Foundation, and co-author in the past year of two papers critical of ETFs

- Eileen Rominger, director of the Securities and Exchange Commission’s Investment Management division
