RWJ is one of a handful of small-cap ETFs that approach the space with a fundamentals-weighted methodology. In this case, the component stocks are simply weighted by top-line revenue rather than market capitalization. The methodology ends up favoring certain industries: consumer stocks and industrials loom large while financials are underweighted. Liquidity in RWJ is limited but workable in retail sizes. While nowhere near the levels of the segment's liquidity leaders, volume is decent and spreads are tight enough for longer term allocations, while block liquidity is strong for larger investors. The fund cut its fee in Oct. 2016 to make it long-term holding costs more competitive.Prior to June 4, 2018 the fund’s underlying index was called OFI Revenue Weighted Small Cap Index.
